Leadership Structure

Navigating your way around OCSEA can be a little confusing at times. OCSEA is a large organization with nearly 36,000 members, who work in sites throughout Ohio, and its structure takes some getting use to.

The overall guidance to OCSEA comes from its 31-member Board of Directors. Beginning in 1998, board members are elected for three-year terms and any member in good standing can run. Board members deliberate and vote on union policies, set its budget, and oversee nearly every aspect of OCSEA operations.

The chapters of OCSEA are the grassroots of the organization. Every employee in one of the union's bargaining units is assigned to one of the union's Chapters based upon place of employment or residence. If you have a problem or if you want to become more involved in the activities of OCSEA, the Chapter is where to begin. Also, chapters form the backbone of the Union Power member mobilization effort.

Chapter stewards of OCSEA carry out their responsibilities in a wide variety of workplaces. Stewards often communicate, organize, and represent members on contract enforcement issues.

For administrative and governance purposes, OCSEA has divided the state into nine district councils and each OCSEA Chapter is assigned to one of these districts.

Assemblies bring together employees from across the state who work in the same agency or department.
