OCSEA's Carol Bowshier, Director of Health Care Policy & Administrative Services , is the labor co-chair on the Joint Health Care Committee (JHCC). Bowshier brings 20-plus years experience with OCSEA, as she advocates on behalf of state employee union members and their families.
